Proposal for network and service standard changes
The Postal Service proposed sweeping changes to its massive nationwide infrastructure and adjustments to service standards. The proposals, if implemented, will affect nearly all mailers and mailing industry organizations.Postmaster General Pat Donahoe assures mailers that the Postal Service will not go out of business or be privatized. It will, he says, continue to play a vital role in America’s economy and society. He points out that this past year USPS delivered 167.6 billion pieces of mail and sustains a $1 trillion mailing industry that employs 8 million people.

Postal Service Announces Shipping Prices for 2012
First-Ever Express Mail Flat Rate Box Debuts When Prices Change January 22
Postal Service customers will be able ship a box for overnight delivery anywhere in the country for one price regardless of weight (up to 70 lbs) starting Jan. 22, 2012. That’s when the Express Mail Flat Rate Box debuts and new Shipping Services prices take effectThe overall price change for all Shipping Services is 4.6 percent, with Priority Mail prices increasing an average 3.1 percent and Express Mail prices increasing an average 3.3 percent When Prices Change January 22
New domestic retail pricing for Priority Mail Flat Rate products include:
- Small box — $5.35
- Medium box — $11.35
- Large box — $15.45
- Large APO/FPO/DPO box — $13.45
- Regular envelope — $5.15
- Legal-size and Padded envelope — $5.30

Postal Service Adjusts Mailing Services Prices for 2012
Beginning early next year, it will cost just a penny more to mail letters to any location in the United States, the first price change for First-Class Mail stamps (Forever stamps) in more than two and a half years. The new 45-cent price for Forever stamps is among price changes filed with the Postal Regulatory Commission.
Highlights of the new single-piece First-Class Mail pricing, effective Jan. 22, 2012, include:
Prices also will change for other mailing services, including Standard Mail, Periodicals, Package Services and Extra Services.
- Letters (1 oz.) – 1-cent increase to 45 cents
- Letters additional ounces – unchanged at 20 cents
- Postcards – 3-cent increase to 32 cents
- Letters to Canada or Mexico (1 oz.) – 5-cent increase to 85 cents.
- Letters to other international destinations – 7-cent increase to $1.05

GAO Report on Five-Day Mail Delivery Readiness
The Government Accountability Office (GAO) has produced a thorough and comprehensive review of the Postal Service proposal to move to a five day per week delivery schedule. We are pleased to see they agree that the Postal Service is likely to achieve significant cost savings if this change were to be effected and that much of its success depends on how efficiently it is implemented. We agree and believe that having completed a lengthy planning process; we are prepared to make that happen.
We are aware of the concerns certain stakeholders have expressed to GAO. We consulted extensively with our customers as we developed our operating plans. They can be assured that any decision to go to a five-day schedule will carefully balance our universal service responsibility and our statutory duty to operate in an efficient manner in light of prevailing volume, cost and revenue trends. Consideration of such matters will help ensure the financial stability of the Postal Service well into the future.
